But all the chatter is not for the reasons Ms. Noem, the conservative governor of South Dakota, might have expected when she finished “No Going Back,” a memoir that recounts her political career. The book appears aimed at raising her profile as a MAGA loyalist while former President Donald J. Trump weighs his choices for running mate. Just a month ago, Ms. Noem had been widely seen as a contender. The killing of the dog, a 14-month-old wire-haired pointer named Cricket, has drawn bipartisan criticism and scrutiny.

She said that the dog proved “untrainable,” “dangerous to anyone she came in contact with” and “less than worthless” as a hunting dog — so she shot her in a gravel pit. “I hated that dog,” Ms. Noem wrote. She also alluded to Commander in elaborating on her decision to shoot Cricket: “A dog who bites is dangerous and unpredictable (are you listening, Joe Biden?) — especially if you are running a business where people interact with your dogs,” she wrote. Ms. Noem’s new book also includes an error about when a phone call with Nikki Haley took place. Noem is also facing a new lawsuit, filed by the consumer advocacy group Travelers United, accusing Noem of doing an “undisclosed advertisement” for Smile Texas. Rick Kline and Bret Davis, a pair of dentists at Smile Texas, have, according to federal records, donated to Republican candidates and, in Kline’s case, the Texas state GOP. Davis, in a post to the Smile Texas Instagram account, used some of the video of Noem and wrote, “This gracious leading lady @kristinoem just received an executive, feminine, beautiful smile here at Smile Texas.” Neither is on record donating to Noem.
